ENERGY PERFORMANCE CERTIFICATES

All domestic buildings in the UK must have an Energy Performance Certificate (EPC) available if they are: 
  • being marketed for sale or rent
  • planning to install solar pv (for electricity generation)
The EPC needs to be available to potential buyers as soon as you start to market your property. 

An EPC contains: 
  • information about a property’s energy use and typical energy costs to heat and light the property 
  • what the carbon dioxide emissions are likely to be 
  • recommendations about how to achieve a better energy-efficiency rating 
  • cost-effective ways save money e.g. switching to more energy-efficient light bulbs.
The EPC has to be produced by an accredited Domestic Energy Assessor (DEA). All DEAs are registered on Landmark the national register www.epcregister.com.

Getting an energy performance survey done could help you identify ways to save money on your energy bills and improve the comfort of your home. Much like the multi-coloured sticker on new appliances, An EPC gives a property an energy efficiency rating from A (most efficient) to G (least efficient) and is valid for 10 years from when it’s issued.

The government has stated that reforms to the Energy Company Obligation (ECO) will be targeted at households struggling to pay their energy bills.

Homes across the UK are promised to get extra support to keep warm during the colder months according to a Government report. 
Changes to the Energy Company Obligation (ECO) oblige energy companies to provide necessary support to people struggling to meet their heating bills. Plans to extend the ECO scheme from April 2017 to September 2018 have been published.

The reforms which were consulted on in 2016 will usher in a simplified scheme, with energy companies required to provide struggling households with free energy efficiency measures to make their homes warmer and bring their bills down.

Minister for Energy and Industry, Jesse Norman said:
"The Government is committed to tackling fuel poverty, and a key part of that is to help people keep bills down by living in more energy efficient homes". These changes will move the UK a further step towards the goal of insulating a further 1 million homes by 2020.

As well as an increased focus on low income and vulnerable homes, eligibility will be extended to social housing tenants in EPC bands E, F and G.

Suppliers will also be required to install a minimum 21,000 solid wall insulations per year, up from the consultation figure of 17,000.

There will be continuing protection for the delivery of energy efficiency measures in rural areas, with a requirement that 15% of suppliers Carbon Emission Reduction Obligation be delivered in these areas.

ECO has proved a very effective delivery mechanism with over 2 million measures installed in around 1.6 million properties between 2013 and the end of November 2016.

Advice for landlords 
As from the 1st April 2018 there will be a requirement for any properties rented out in the private rented sector to normally have a minimum energy performance rating of E on an Energy Performance Certificate (EPC). 
The regulations will come into force for new lets and renewals of tenancies with effect from 1st April 2018 and for all existing tenancies on 1st April 2020. It will be unlawful to rent a property which breaches the requirement for a minimum E rating, unless there is an applicable exemption. A civil penalty of up to £4,000 will be imposed for breaches.

Energy Awareness Training
Energy Awareness is essential for community workers and energy efficiency advisors, the energy awareness training course will give the skills required to recruit energy champions and advise others.
The contents of the training in energy awareness will include:
  • The correct use of heating and hot water systems and their efficiency
  • Explain functions of the controls.
  • Advise clients on how to record gas and electricity consumption and read meters.
  • Calculate fuel costs based on usage.
  • Inform clients of ways of paying for gas and electricity.
  • Identify the potential to improve energy efficiency in domestic properties.
  • Explain current and emerging Government energy efficiency policy and incentives.
  • Advise clients on how to take action to avoid condensation and how to remedy where condensation exists.
The training will be fun and interactive with a simple quiz and other tasks.
